Can I generate my own I-9 forms

Our company makes software for HR professionals. Some of them have asked us if we can add I-9 forms into the software. Are there rules somewhere about what classifies a legal I-9 form? If we generate an HTML form that looks like an I-9, does that count as a legal document, or does it have to be a pixel-for-pixel exact representation of the paper form to be valid?.--Answer1:My research indicates that for medium and large companies the government requires the information on the I-9 be delivered in digital form -- no paperwork accepted!That being the case all you have to do is generate an HTML form that looks like the I-9 and then provide your customers with a means of storing the data and retrieving it in the event of an audit. I would recommend the data be stored in a relational database.
